Program Wide Applying For Recognition

What are the eligibility requirements for recognition?

  • Universal (Tier One) Initial Implementation with Fidelity
    • 70% Benchmarks of Quality (BoQ 2.0) (spring prior to recognition year)
    • A minimum of 80% participation rate of teaching staff on theEC Self-Assessment Survey
    • Score of 80% overall and 80% on Teaching and Acknowledging Expectations on the PreSchool Evaluation Tool (PreSET)
  • Universal (Tier One) Sustained Implementation with Fidelity
    • Recognized for Tier 1 fidelity for the previous school year
    • A minimum of 80% participation rate of teaching staff on the EC Self-Assessment Survey
    • 80% on BoQ 2.0
  • Universal and Tier Two Implementation with Fidelity
    • Recognized for Tier 1 fidelity for the previous school year
    • A minimum of 80% participation rate of teaching staff completion on the EC Self-Assessment Survey
    • 80% on BoQ 2.0
    • 70% Tiered Fidelity Inventory-Tier 2
  • Implementation Fidelity at all three Tiers
    • Recognized for Tier 1 fidelity for the previous school year
    • A minimum of 80% participation rate of teaching staff on the EC Self-Assessment Survey
    • 80% on BoQ 2.0
    • 70% Tiered Inventory-Tiers 2 & 3-Average

How does our program apply?

Contact your PAPBS Network PW Regional Facilitator for the Recognition Application. The application is completed electronically and returned to your PaPBS Network PW Regional Facilitator along with your required annual data.

How do I know what level of recognition I should apply for?

Click on the Recognition Application. Read through the instructions on that document and identify the level of recognition for which your program is ready. If you have never sought recognition before you will need to begin with Universal (Tier One) Initial Implementation With Fidelity. Once that is achieved you will next work toward Universal Sustained Tier One Implementation With Fidelity or Universal Sustained with Tier Two Implementation With Fidelity. Finally you can seek recognition at Implementation Fidelity at all Three Tiers. You are not able to “skip” to a higher level without first achieving the previous level of recognition.

What data do we need to submit with our application?

PW PBIS requires the following data to be considered for Recognition:

  • Program Demographic Data entered into the PAPBS Network Database
  • Early Childhood Benchmarks of Quality 2.0 (Scoring 70% or higher)
  • Annual TPOT (Teaching Pyramid Observation Tool) and TPITOS (Teaching Pyramid Infant-Toddler Observation Scale) Data

What if I am missing some of my annual data?

If a program team is missing annual data, they are not eligible to apply for recognition. Extenuating circumstances impacting missing data must be communicated from the Independent Programwide (PW) Network Facilitator to the PaPBS Regional Facilitator before the application due date.

What happens if our program missed recognition for a year (or more)? Which category do we apply for now?

If your program misses recognition for a year (or more) you will need to restart at Universal (Tier One) Initial Implementation for Fidelity.

What if I apply for recognition at multiple tiers and I don’t meet all of the requirements for each tier? (Example: Apply for Tiers 1 and 2, but only met the requirements for Tier 1.)

If a program applies for multiple tiers but meets the requirements for some but not all tiers applied for, they will be recognized based on these requirements:

  • Each program must meet the requirements for Tier 1 sustaining (80% on BoQ2.0). If this requirement is not met, no recognition will be provided, regardless of scores at upper tiers.
  • If a program applies for Tiers 1 & 2 but only meets standards for Tier 1, they will receive Tier 1 sustaining recognition.
  • If a program applies for Tiers 1, 2 and 3 but only meets standards for Tiers 1 & 2, they will receive recognition at Tiers 1 & 2.
  • If a program applies for Tiers 1, 2 and 3 but does not meet standards for Tier 2, they will receive recognition at Tier 1, regardless of the score at Tier 3

Can the recognition category be changed after it is submitted? (Example: Initially apply for all three tiers and decide to apply for Tiers 1 and 2 only.)

Yes. If you submit for a recognition category and then realize you may not be ready yet, you may contact your Regional Facilitator and update your application as such.

When will we be informed if we met the recognition requirements?

Programs are notified by the Regional PaPBS Facilitator in the spring as to meeting recognition requirements. You will also hear about your progress from your Program-wide PBIS local facilitator who walks you through the process.
