Why does our program have to assess our implementation to be recognized?

Research shows that when schools and programs have high levels of implementation, they have better outcomes. We conduct assessments through the PaPBS network to ensure that recognized schools and programs are meeting the minimum thresholds for implementation suggested by research (Blase, Fixsen, Sims, Ward, 2015).

What assessments are required for each category of recognition?

The following assessments are required for each category of recognition:

Universal (Tier One) Initial Implementation with Fidelity:
•    70% EC BOQ (Early Childhood Benchmarks of Quality 2.0)
•    80% of lead teachers complete EC SAS (Early Childhood Self-Assessment Survey)
•    PreSET (Preschool-Wide Evaluation Tool) conducted by PAPBS ECE Subcommittee and other local facilitators. 80% overall and 80% in Behavioral Expectations Taught are required to pass for recognition.

Universal (Tier One) Sustained Implementation with Fidelity
•    80% of lead teachers complete EC SAS
•    80% EC BOQ 2.0

Universal and Tier Two Implementation with Fidelity
•    minimum 80% of lead teachers complete EC SAS
•    80% EC BOQ 2.0
•    70% Tier 2 TFI (Tiered-Fidelity Inventory)

Implementation Fidelity at all three Tiers
•    minimum 80% of lead teachers complete EC SAS
•    80%  EC BOQ 2.0
•    70% Tier 2 and 3 TFI

How can we locate and/or review our previous scores?

The majority of the assessments are self assessments submitted to Regional Facilitators so you will have the responsibility of filing and organizing the reports and assessments you submit to the Network, with the exception of the Preschool-Wide Evaluation Tool (PreSET). Your Regional Facilitator will send you the report, feedback and score for the PreSET conducted at your site. You are able to reach out to your Regional Facilitator at any time for additional copies of this report.

What if we don’t get 80% of our staff to complete the Self Assessment Survey (SAS)?

You can resend the survey to your staff as many times as you need to gain 80% participation from staff. If you do not receive 80% participation and submit the data by the time of the application due date you will need to wait until the following year (and gain 80% participation in the SAS) to submit for recognition. Less than 80% participation is a reflection of staff buy in which is critical to implementation of PBIS with fidelity.

When do assessments have to be completed?

The Early Childhood Benchmarks of Quality 2.0 must be submitted by June 30th of the previous year. This is the score used to be eligible for application for recognition. All other assessments may be submitted according to the timeline provided in the recognition application.

What assistance will be provided to complete the assessments?

Your Regional and local Facilitators are always available to support any questions around completing assessments. For example, your local facilitator will help you complete assessments like the Early Childhood Benchmarks 2.0 of Quality and the Tiered Fidelity Inventory. Your Regional Facilitator will identify a Lead assessor for conducting a Preschool-Wide Evaluation Tool (PreSET). This lead will support you in scheduling, organizing and implementing the PreSET assessment at your facility.

What happens if our program does not “pass” an assessment? Can we retake it?

If your program does not “pass” an assessment you will be able to resubmit for recognition the following year and try again. It is recommended to reach out to your Regional Facilitator to support review of your data and guidance in updating your implementation plan for future success.
